The essential first step in writing a web page is to put down your pencil and THINK about how you want to organize your content. Remember, you are making a web site! It is highly unlikely you will only publish a single web page. So you have to decide on the organizational scheme for your site and plan the navigation. Good navigation means that each main page of your site should link to every other main page. The actual navigational layout, including the names of the main pages, should be decided upon before starting to write the very first page.
